SPANC is the acronym of Public Service of Non Collective Sanitation. This administration is responsible for all sanitation systems collecting, treating, purifying or discharging domestic wastewater from homes not connected to the collective sanitation network. SPANC was created by the water law of July 3, 1992. This public service can be managed directly by an EPCI (public establishment of inter-municipal cooperation), or be delegated to a service provider.
